Delivering punctuality and reliability is our commitment to the passenger
It’s important to us to get this right, and to be able to account for how we’re doing to our customers, and our regulators.
We know that industry performance in CP5 was not good enough. In November 2018, the Office of Rail and Road (ORR) served a Provisional Order on Network Rail, relating to deficiencies in performance planning and service recovery procedures. Our report in response to this Order was submitted in February 2019. The report sets out our assessment of the factors contributing to the decline in punctuality in CP5, outlines our development of an industry Performance Management System, and describes our plans to address improvements in all areas of performance planning and delivery in order to deliver sustainable, long-term performance improvement.

On Time measures
Since the start of CP6, the rail industry measures performance using a suite of industry-endorsed measures that are currently the most transparent in Europe.
On Time and cancellation data better reflect the experience of passengers and tell us how trains are operating on the infrastructure we manage.

Safety performance
Safety is our foremost priority in operating the railway. That’s why we have a robust series of metrics that we use to ensure we’re doing everything we can to ensure the overall safety of passengers, workforce and the public in respect of the risks associated with all aspects of the design, construction, maintenance and operation of the railway system.
